Man Arrested For Practicing Dentistry

Without a License

April 30, 2010

The Consumer Protection Unit of the Shasta County District Attorney’s Office Bureau of Investigations, received numerous complaints of Ricky Michael Miller, age 55 years, practicing Dentistry without a license.  Mr. Miller of Anderson, California, has been doing business as Denture Solutions at 698 Azalea Ave., Redding, CA.

Mr. Miller claims he is a Doctor of Dentury Medicine.  Dentury Medicine is the limited practice of fitting and placing dentures for patients without a formal dentistry training and license.  It is not recognized as a distinct form of dental practice under California law.  Under California law, only a licensed dentist can prescribe, fit, and place dentures. Dentury Medicine is only legal in six states, but not California.

Mr. Miller had conducted this same type of business in Sutter County.  However, a court imposed an injunction prohibiting him from practicing any form of dentistry in California.  The California Department of Justice and the California Dental Board filed the injunction request.  After receiving the injunction, Mr. Miller moved his business to Redding, CA.

Based on witness interviews, it appears that Mr. Miller has been practicing dentistry in Redding as described in California Business & Professions Code 1625, subsections (b), (c), (d) and (e).

Upon the completion of our investigation, a warrant for Mr. Miller’s arrest was issued based on violations of the Sutter County court’s injunction order and for practicing dentistry without a license.  With the assistance of Redding Police Department and the California Dental Board, Mr. Miller was taken into custody on April 29, 2010.  Due to the continuing violations, Mr. Miller was transported to Shasta County Jail.   He was released from the jail and given a court date of May 17, 2010 at 8:30 in Dept. 8.
